U.S. Special Representative for Ukraine negotiations Kurt Volker says Russian intervention in Ukraine has led to a deep humanitarian crisis in Donbas.

"As I saw on my recent trip, there is a hot war in eastern Ukraine that has created a grinding, degrading humanitarian crisis all caused by Russia’s intervention," he wrote on Twitter.

Volker reiterated the U.S. support for a "UN-mandated peacekeeping force to facilitate implementation of Minsk agreements," at the same time noting that "Russia’s proposal for an OSCE 'protection force' is a non-starter."

As UNIAN reported earlier, Kurt Volker said Russia should consider seriously the proposals by the U.S, France and Germany on the deployment of UN peacekeepers in eastern Ukraine.

He went on to say that the UN peacekeeping mission should ensure peace in Donbas, ensure security and create conditions for the full implementation of Minsk agreements.

According to the diplomat, the mission has to control security throughout the entire territory of Donbas, including parts of the Ukrainian side of the internationally-recognized border with Russia.

He later stated that the UN peacekeepers should enter Donbas instead of Russian forces.
