Volker added that this declaration is similar in spirit and letter to the declaration issued in 1940 by then-Acting Secretary of State of the United States Sumner Welles regarding the U.S. non-recognition of the Soviet occupation of the Baltic States.

The president thanked Volker for such a symbolic step and for the clear and consistent U.S. policy of non-recognition of the illegal annexation of Ukrainian Crimea by the Russian Federation.
