Earlier, on Thursday, Russian Foreign Minister Sergei Lavrov, German Foreign Minister Frank-Walter Steinmeier, French Foreign Minister Laurent Fabius and Ukrainian Foreign Minister Pavlo Klimkin discussed by telephone practical steps for ensuring the settlement of the crisis.

The “Normandy Four" foreign ministers agreed that OSCE representatives should be given access to the towns of Horlivka, Pervomaisk and Shyrokino. They said that once a comprehensive ceasefire is achieved, the withdrawal of heavy weapons from the front line will start, under direct OSCE supervision.
