A total of 228 out of 328 deputies registered in the session hall voted for the decision.

The law invalidates the regulation during a special period that prohibits the mobilisation of those who have been demobilised over the last six months.

The explanatory note to the bill states that the provisions of the third paragraph of Article 23 of the Law of Ukraine "On mobilisation preparation and mobilisation", which supplement this Law according to the Law dated March 18, 2015 (the changes took effect on April 15, 2015), provides for deferment for military service during the mobilisation of reservists from among citizens who have already passed the military service, and were transferred to the reserve.

As noted by the head of the Verkhovna Rada Committee on national security and defence, Serhiy Pashinsky, the parliament has also adopted a law according to which the demobilised soldiers are being transferred to the operational reserve of the Armed Forces of Ukraine.

"There is a contradiction - there is a regulation that prohibits mobilisation for six months, while proposing that this regulation will not take effect during a special period" he said.

The law on mobilisation defines a special period as the period of operation of the national economy, public authorities, other government agencies, local authorities, the Armed Forces of Ukraine and other military units, civil defence forces, enterprises, institutions and organizations, as well as execution by citizens of Ukraine of their constitutional duty to defend the country, and the independence and territorial integrity of Ukraine, that starts with the announcement of the decision on mobilisation (except for scheduled ones) or its announcement to the performers with respect to a secret mobilization, or with theintroduction of the martial law in Ukraine or in parts of the country, and covers mobilisation, war and the recovery period after the end of hostilities.
