The Verkhovna Rada also agreed that when voting for the document at second reading, the bill will include a number of provisions of a draft law concerning the same subject registered as bill No. 2562-1, which was submitted independently by several MPs.         

The bill submitted by the government provides for the introduction of automatic photographic and/or video recording of administrative violations related to road safety.

It is suggested to legalize the provision, according to which responsibility for road safety offenses that are recorded in automatic mode will be borne by the company or person in whose name the vehicle is registered.

In addition, the draft law proposes to introduce a new form of administrative sanction (penalty points), setting the size of a fine or a number of penalty points, providing authorized employees of patrol police departments and employees of Interior Ministry units that ensure traffic safety and that have the required rank with the authority to settle cases of administrative offenses.

In particular, the bill provides for introduction of a fine of fifteen non-taxable minimum incomes, or 50 penalty points for exceeding the speed limit by more than twenty kilometers per hour, for violating traffic signs and road markings, rules of transportation of goods, towing vehicles, stops, parking, passing over pedestrian crossings, as well as for violating the ban on vehicles driving on sidewalks or pedestrian walkways.

The bill provides for new procedures for the payment of fines. In particular, in case of the payment by an individual or legal entity of fifty percent of the amount of the fine within three days from the date of delivering a decision on administrative punishment for violating road safety, recorded in the automatic mode, such an order is deemed to be fulfilled.

In the case of the non-payment of a fine by an individual or legal person within thirty days of the date of the issuing of a decision on administrative punishment for violating road safety recorded in automatic mode, the amount of the penalty will be doubled.

In the case of the non-payment of fines and penalties within thirty days of the date of their issue, a corresponding order on an administrative punishment for violating the road safety recorded in automatic mode will be subject to compulsory execution.

Enforcement of the decision on the imposition of an administrative punishment in the form of fines for road safety offenses recorded in automatic mode does not exempt citizens from the payment of fines.

In the case of an appeal against the decision to impose an administrative punishment in the form of fines for road safety offenses recorded in automatic mode, the determination of the time limits specified in paragraph one of the article will be suspended for the period of the appeal’s consideration.

The bill also stipulates that "the fine must be paid by an offender no later than fifteen days from the date of delivery of the decision on imposing a fine, and in case of an appeal or the prosecutor’s representation concerning the appeal - no later than fifteen days from the date of notification of non-satisfaction of the appeal or representation."
