President of Ukraine Victor Yushchenko is categorically opposed to carrying out two tours of the early election of Kyiv Mayor.

      According to an UNIAN correspondent, he claimed this to a press conference in Warsaw today.

      The President expressed a belief that this idea will not be supported by the Ukrainian parliament, as well as by the Ukrainian society.

      He stressed the country needs stability and peace, and not PR-actions or electoral technologies. That is why he is negative about holding the Kyiv Mayor election through two tours.

      The President pointed out that if the Kyiv Mayor is elected through two tours, one should keep in mind that other Mayors were elected on other principles – through one tour. In the opinion of the President, all Mayor elections in Ukraine must base on one principle. If this principle is changed, it will be unfair and undemocratic, he stressed.

      Victor Yushchenko also turned attention to the fact that three fourths of Mayors in Europe are elected by representative institutions, and if the election through two tours is introduced in Ukraine, it will draw the country aside the best European mechanisms.

      He is confident that this proposal is connected with PR-technologies, and not with desire to make the election more democratic.
