This issue is now dealt with by the government and, in particular, by the Ministry of Foreign Affairs. However, the reason why the Cabinet does not speed up the process of the introduction of a visa regime is a large number of Ukrainian migrants in Russia.
"The NSDC had decided to impose visa regime with the Russian Federation back in 2014, and the Cabinet of Ministers was instructed to implement this task. The first stage of this task has already been implemented," said Turchynov.

"But I believe that starting from the new year, we must introduce a real and sufficiently strict visa control, the visa regime with Russia. There are plenty of Ukrainians in Russia; and one of the reasons why the government does not speed up the[introduction of] the visa regime is that we understand that there would be immediate synchronous measures by Russia," said the secretary of the NSDC.
