No changes to Constitution until progress on Minsk-2 – Gerashchenko
The second reading of the constitutional changes can be held only in case there is obvious and decisive progress in the implementation of the security and humanitarian provisions of the Minsk agreements, the Ukrainian President's envoy for the peaceful settlement of Donbas conflict, Iryna Gerashchenko wrote on Facebook.
"Without a full and comprehensive implementation of the security of the provisions of the Minsk agreements – which is a ceasefire, weapons withdrawal, verification of withdrawal locations by the OSCE, the admission of the mission to all of the occupied territory, withdrawal of foreign troops and equipment, disarmament, and, most importantly, the restoration of control over the Ukrainian border – we cannot move on to the political points," Gerashchenko said.
In addition, in order to put the final vote on amendments to the Constitution on the agenda, it is necessary that the Russian Federation and the militants show real progress in the implementation of the Minsk agreements, she said.

"The Ukrainian side takes one position that the elections in the occupied areas can be held only with a number of important prerequisites. This is access for the Ukrainian media, disarmament, weapons withdrawal, the admission of the OSCE to the occupied territories, in the first place to the Ukraine-Russia border which must be returned under Ukraine's control, withdrawal of foreign troops," she said.
