The Cabinet of Ministers of Ukraine has to make decision to allocate money from the reserve fund of the state budget for carrying out a snap parliamentary poll.

According to the President`s press-office, President of Ukraine Victor Yushchenko sent a respective letter to Prime Minister Yulia Tymoshenko on Friday. Victor Yushchenko stressed that, according to the information from the Central Electoral Commission of Ukraine, 417.5 million hryvnias [~US $80 million] are necessary to prepare and carry out the snap parliamentary poll of Ukraine on December 7, 2008.

These funds cannot be allocated by the Verkhovna Rada by means of introducing respective amendments into the law on State Budget of Ukraine for the year 2008, considering that its authorities were terminated ahead of schedule.

Consequently, Victor Yushchenko notes, to fulfill provisions of the Ukrainian Constitution, which stipulate that the only carrier of sovereignty and source of power in Ukraine is the nation, which realizes its power directly and through state power bodies, and the people’s will is expressed over elections, the Cabinet of Ministers must make decision to allocate financing for organizing and carrying out the mentioned-above snap poll from the reserve state budget of Ukraine, which was formed namely to cover unexpected expenses.

Considering the above-mentioned reasons, the President asks the Prime Minister to carry out an extraordinary session of the Cabinet of Ministers on October 11, 2008, and to put for its consideration a draft decree on financing the snap poll.
