President of Ukraine Victor Yushchenko underlines a necessity of carrying out the reform of public power including creation of the bicameral parliament.
According to an UNIAN correspondent, he said this in his speech at all-Ukrainian municipal hearings “Reforming of public power as instrument of overcoming the financial-economic crisis in Ukraine”.
V. Yushchenko underlined that it is necessary to carry out deep reforming of public power at all levels. According to his words, it became actual during the financial-economic crisis.
V. Yushchenko said that it is necessary to approximate to the European standards, increasing a self-sufficiency of regions.
According to opinion of the head of the state, it is necessary to define the initial part of the local power – “basic part” – and to give it necessary authorities and sufficient financing.
According to the words of the President, the community should become the basic part, which elects its council, chairman of community, who form an executive body of the community.
At the same time V. Yushchenko paid much attention to amendments into electoral legislation. He believes that it is necessary to come back to majoritarian system of election at local level whereas election to the superior legislative body should be stipulated according open party lists.
V. Yushchenko paid much attention to necessity of carrying out the tax and budget reform in direction of increasing the financial independence of regions.
