Central Electoral Commission of Ukraine member Andriy Mahera claims that it will be impossible to carry out an early parliamentary election on open lists.

He said this in an interview with TV 5 Kanal.

“If a regular parliamentary election will not take place in the period stipulated by the Constitution, that is, not in the year 2012, but much earlier, it will be impossible to hold it on open lists”, Mahera believes.

In addition, commenting on the Constitutional provision in line with which the President must not dissolve the parliament in the last six months of his authority, the CEC member stressed that it means the last half-year not before a regular presidential election, but before the inauguration of a newly elected President.

“I’m ready to bet on a box of champagne if anybody tells me the date of inauguration of a newly elected Ukrainian President”, Mahera said.
