President Victor Yushchenko has won all lawsuits filed by the cabinet of ministers against him, his deputy chief of staff, Ihor Pukshyn, told a news conference on Wednesday, according to the President`s press-office.

Pukshyn said the government had accused the president of issuing illegal and unconstitutional decrees to appoint and dismiss local officials and appealed to Kyiv’s Pechersk District Court to rule on the legality of such decrees.

“The Pechersk District Court and other courts have produced four rulings so far. These rulings have been supported by the Administrative Court of Appeal and so are valid,”

he said, insisting that the cabinet had no right to appeal to courts of general jurisdiction to rule on the legality of presidential decrees, but to the Constitutional Court of Ukraine. “Under the constitution, the cabinet of ministers must implement presidential decrees.”
