Speaker of the State Duma of the RF Sergey Naryshkin states that annexation of Crimea will take place on a basis of interstate agreement.
According to an own UNIAN correspondent in the RF, Naryshkin said this to journalists in Moscow.
“The procedure is the following: foreign, sovereign state addresses the RF with a request to join the RF and on concluding of the corresponding interstate agreement. The President of the RF informs the State Duma and Council of the Federation, and the government of the RF about this and in case of necessity carries out necessary consultations. Then a preparation and signing process of this interstate agreement takes place. After the signing President addresses the Constitutional Court concerning an issue whether the signed agreement corresponds to Constitution of the RF and if an answer is positive, two documents are submitted to the State Duma: a signed agreement for ratification, the second one – a draft law on annexation of a new subject to the RF”, - said Naryshkin.
