Andriy Lysenko, spokesman of the NSDC’s Information Analytical Center, told journalists at the center’s daily briefing in Kyiv that Ukraine has enough manpower for its second and third lines of defence, the online Ukrainian newspaper Ukrainsk Pravda reported. 

"Currently, there is no need to carry out a fourth wave of mobilization," Lysenko said.

Ukraine has seen a significant increase in the fighting in the Donbas conflict zone in recent days, with the NSDC saying that Russia had sent in significant reinforcements of tanks and artillery to aid the anti-government insurgents.

The Organization for Security and Cooperation in Europe’s Special Monitoring Mission reported over the weekend that it had observed the movement of several large columns of military vehicles in the insurgent-controlled districts of Ukraine’s Luhansk and Donetsk regions.
