"I suggest that both sides - Ukrainian law enforcement agencies and the militia of Donbass (DNR and LNR) – take urgent measures toward discontinuing mutual attacks, as well as the immediate withdrawal by the parties to the conflict of weapons with a caliber exceeding 100 millimeters at a range established by the Minsk Protocol dated September 19, 2014, according to the actual passage of the demarcation line in accordance with the attached map," a letter with the proposals read.
"In turn, we are ready to work with the OSCE to organize the monitoring of the implementation of these steps," Putin said in the letter, according to a report by Russia’s First Channel.
