According to its information, the sender violated rules of cargo transfer.

In particular, the train, converying cisterns with ammonia, belonging to Rivneazot, arrived at 17.40 at Mshana station (the Horodoksky district of the Lviv Oblast) on 2 October. The cargo was heading to Poland through Obariv station (the Rivne Oblast).

Due to the unsatisfactory technical condition of the stop valve, which was the fault of the cisterns` owner, ammonia spilled from one of the cisterns. Rivneazot OJSC is the producer of ammonia and phosphorus fertilizers.
