Members of the Ukrainian delegation to the Trilateral Contact Group on Donbas settlement during the latest round of Minsk talks noted that Russian-controlled forces were hindering access of OSCE Special Monitoring Mission observers to the occupied part of Donbas.

"The TCG noted that, in general, the silence regime announced on July 21, 2019, remains in place. There were no civilian casualties during this period. At the same time, agreements to provide safe access for the OSCE SMM to the territory of the certain parts of Donetsk and Luhansk regions are not being implemented," said Darka Olifer, press secretary for Ukraine's Envoy Leonid Kuchma.
