OSCE monitor said: "The joint control center determined the Grad came from Staromuhaylivka. This territory is currently under the control of the militants from the Donetsk region," Ukraine Today reports.
The Soviet-era Grad rocket systems were supposed to be pulled back over a dozen kilometres away from the line of contact between government troops and combined Russian-insurgent forces, according to the Minsk ceasefire agreement.
