"The Ukrainian members of the JCCC [Joint Centre for Control and Coordination] have reported that a car belonging to the OSCE Special Monitoring Mission was blown up when it hit probably a land mine at around 10:17 local time today, April 23, while patrolling in the village of Pryshyb in territory of the so-called Luhansk People's Republic ["LPR"]," the ATO HQ said.

The OSCE SMM in turn confirmed the report, giving no other details.

"We can confirm that an OSCE patrol has been involved in a serious security incident in the Luhansk region. As information about this incident becomes available, it will be published on our social media channels," it tweeted on the same day.

"LPR" media outlets have reported that the OSCE SMM car was blown up when it hit an anti-tank mine in Slovyanoserbsky district. According to them, one OSCE observer was killed, another one was injured.
