OSCE SMM: armed 'DPR' members instructed not to let SMM pass checkpoints
The OSCE Special Monitoring Mission (SMM) to Ukraine says that Russian-backed militants of the self-proclaimed Donetsk People's Republic ("DPR") were instructed not to let the SMM enter the area, according to an OSCE SMM report.
"On 18 June, armed 'DPR' members at a checkpoint north-west of Sidove (106km south of Donetsk) prevented the SMM from entering the village, claiming that they were instructed not to let the SMM pass the checkpoint and that the area was closed to foreigners. The Mission observed civilian vehicles proceeding through the checkpoint. The SMM informed the JCCC [Joint Center for Control and Coordination of the Ceasefire in Donbas]," the report said.

When the SMM attempted to proceed east, however, he told the SMM that no vehicles were permitted to pass due to ongoing live-fire exercises," the OSCE SMM added.
