Armenian media reported that Permyakov was captured near the Turkish border and is now being held at the Russian base, Ukraine Today reports. 

Russia's Defense Minister has expressed condolences to the victims' family promising severe punishment for those responsible.

It was reported that at least 14 people were injured in clashes with police as locals tried to reach the Russian consulate.

The incident has caused tensions in Armenian-Russian relations, which are normally good.
