"The goal of such assistance is obvious," a senior official from the European Commission told the newspaper.

“Today, the key employees of state agencies, who operate multi-million budget amounts, are receiving EUR 200-300. This is a serious risk, including in the issue of prevention of corruption.”

At the same time, according to the report, the EU wants to avoid accusations that it is "buying" Ukrainian civil servants, and the financing scheme must contain guarantees of the independence of the Ukrainian state apparatus.

According to two other sources at EU institutions, two approaches are being discussed – an address funding, when a certain number of about 500 or 600 key reformers will receive a ‘bonus’ to their salary, and financing of specific agencies - for example a new police service.

According to the publication, Brussels is inclined towards the second option, but no decision has yet been made.

"It is too early to say how, from which agency or what mechanism will be used to allocate this funding. We are ready to consider all options. The only condition is that an operating disbursement should be carried out by the Ukrainian state. Ukraine should decide who will get the money. But we have the requirements for systemic reform in public sector," the EU official said.

It is reported that the EU hopes to reach a conceptual agreement before the end of the year.

Thus, in order to get an external financing Ukraine must accept the changes to the law on civil service and prepare to reform the departments where it will be introduced.

However, all the sources say that this idea is a very rough one just now, but that the EU expects rapid progress.
