The OSCE said it regrets that such tactics endanger lives of civilians. Ukrainian officials, journalists and human rights groups have repeatedly accused militants of provoking civilian casualties with such actions, which they say invite retaliatory fire, Ukraine Today reports.
The statement also says that OSCE monitors witnessed heavy damage to civilian areas but failed to access the Donetsk airport due to the intense fighting.
