"Unfortunately, we don’t have the operator that would present a clear strategy on development of this cluster. Unfortunately, Crimea has no [such] historical experience, and the potential operator that could clarify this issue is perhaps weighing the risks of launching such project in this segment. We don’t even have a single operator, not to mention a pool of them to select from," he said.
"We can now talk about the area, about infrastructure projects to service the gambling zone, but, unfortunately, [we can] not [talk] about building up the process in a professional manner of ensuring financial result,” Nakhlupin added.
