Under the new law, the rules for receiving construction permits will be determined not according to the construction difficulty tiers, but in line with construction consequences (minor, moderate and gross), according to a statement posted on the inspectorate's website.

Facilities with moderate and gross consequence will be built only with permits. Thus, large residential complexes, multi-apartment buildings, social facilities, shopping malls, and office buildings will be built only subject to the availability of the full package of permits.

According to him, the unfair developers would not be able to set lower difficulty tier to build facilities, deliberately declaring untrue information on the right for land plot, urban conditions and restrictions, or in order to avoid the construction examination.

The new law strengthens responsibility of construction oversight officials for decisions made by them on the issue of permits.

"Clear rules of permits registration, which are set according to the new version of the law, will eliminate the manipulation of urban development legislation both by builders and officials," Kudryavtsev said.

He also noted that the implementation of the law would significantly increase Ukraine's position in Doing Business rating and it would positively influence the development of the construction sector in general.
