Spokesperson for the U.S. Department of State Heather Nauert has said Russia is orchestrating the conflict in Donbas and must pull its forces out of Ukraine.

"OSCE SMM conflict monitors spotted four new Russian electronic warfare systems in eastern Ukraine – more evidence Russia's military is orchestrating the conflict in the Donbas. Russia must fully implement the Minsk agreements and pull its forces out of Ukraine," Nauert wrote on Twitter on August 15, 2018.

What is more, an OSCE SMM unmanned aerial vehicle spotted four distinct electronic warfare systems in Russian-occupied areas in Luhansk region "for the first time." "In non-government-controlled areas, on July 28, an SMM mini-UAV spotted four distinct electronic warfare systems (a Leer-3 RB-341V, a 1L269 Krasukha-2 and RB-109A Bylina, and an anti-UAV system, Repellent-1) near Chornukhyne (64km south-west of Luhansk), all seen for the first time by the SMM," the OSCE SMM said in an update based on information received as of 19:30 Kyiv time on August 10, 2018.
