Quasi-Russian protectorate in Donbas to never be integrated into Ukraine – Klimkin
Ukrainian Foreign Minister Pavlo Klimkin stressed that the Minsk agreements were “not in a dead end,” an UNIAN correspondent reported from the minister’s Kyiv briefing.
"Firstly, it’s not the Minsk agreements which are in a dead end. We have a problem with Russia’s reluctance to fulfill any agreements on security issues,” said Klimkin.
“Russia does this absolutely deliberately, in order to create, as a result, a quasi-Russian protectorate in Donbas and try to integrate this quasi-Russian protectorate back into Ukraine, in line with [Russia’s] logic, as we understand it, so as to destroy [Ukraine]," said Klimkin.

According to Ukraine’s top diplomat, it is possible to say that Russia is blocking the implementation of the Minsk agreements.
