"On 19 April, the International Court of Justice delivered its Order on provisional measures in proceedings brought by Ukraine, concluding that the Russian Federation must refrain from maintaining or imposing limitations on the ability of the Crimean Tatar community to conserve its representative institutions, including the Mejlis, and ensure the availability of education in the Ukrainian language," the report said.
The Order asserts that the Russian Federation and Ukraine should work towards full implementation of the "Package of Measures" in the Minsk agreements in order to achieve a peaceful settlement of the conflict in eastern Ukraine.

The court noted that Russia must refrain from imposing limitations on the ability of the Crimean Tatar community to conserve its representative institutions, including the Mejlis.
At the same time, the court decided that Ukraine did not provide sufficient evidence that would have become an essential basis for the application of interim measures relating to Russia's violation of the Convention on the Prohibition of the Financing of Terrorism.
Ukraine, as part of the lawsuit against Russia, requested the International Court of Justice to introduce temporary measures aimed to prevent Russia from human rights violations for the period of consideration of the case on the merits, in order to protect civilians in the temporarily occupied Crimea and Donbas.
