A vocal critic of Putin, Nemtsov was shot in February in the center of Moscow while he was completing the report, which evidence from open sources of Russia’s clandestine actions against Ukraine commonly, referred to as a “hybrid war,” Ukraine Today reports.

More details of Nemtsov’s work are expected to be revealed.

According to the report, at least 220 Russian troops were killed in August 2014 and in February 2015 during the Debaltseve stand-off with the Ukrainian army, while the families of the soldiers that were killed in August were paid RUB 2 million to prevent them from speaking up about what had happened.

The report reads that among the sources of the released information are some relatives of the troops killed in fighting in Ukrainian east who were not paid compensation by the Russian government.

Over ten months some RUB 53 billion rubles was allocated by the Kremlin to finance the Donbas war, according to one of the co-authors of the report, Russian economist Sergei Aleksashenko.
