The assembly members emphasized Russia's responsibility for the crisis, but also said they expected to see reforms from the Ukrainian government.
In particular, a British socialist, Lord Donald Anderson, said that all the problems in Ukraine were created by another member of the Council of Europe - Russia.
"The situation shows that this crisis has been completely provoked by Russia... Putin well planned the annexation of Crimea, and then the destabilization of the east of Ukraine with the use of special services, and a hybrid war also began without warning," he said.
Anderson also said that it was necessary to prepare for the rapid resolution of the situation.
According to a liberal representative, Christina Zelenkova from the Czech Republic, what is happening now is the result of the fall of the Soviet empire in economic and military terms.
"This is also a warning that the division of Europe after the war continues to live in people's minds. We are faced with a new stage of the struggle, because Russia sends a large quantity of weapons and other military equipment to the militants. It means that Russia is taking control over the region. A spring offensive may result in Kyiv’s failure to resist the power of the Russian armed forces," Zelenkova said.
She also said that it would lead to further loss of territory and the destabilization of Ukraine.
"We should help Ukraine to end the war and to change the country," Zelenkova said.
A representative of the European populists, Jean-Claude Mignon from France, spoke about the situation with the Ukrainian pilot Nadia Savchenko in his speech.
"My thoughts go out to Nadia Savchenko, a Ukrainian parliamentarian and member of our assembly, who is absent this morning because she is being held in detention in Russia," he said.
"As Ms. Savchenko's colleagues, we have a duty to take initiatives in our respective countries to secure her release as soon as possible, especially as her hunger strike is going on and on and she is now in fragile health," Mignon said.
He also said that the Minsk agreements are not always implemented.
"But at the same time, we have nothing else," he said.
He also mentioned the need for reforms in Ukraine.
Another liberal assembly member, Jordi Xuclà from Spain, said that a political conflict was going on in the heart of Europe.
"This could have a domino effect on our continent... The conflict became even more profound, it is growing, especially in the eastern part of the country, the ceasefire agreements are violated, and there were attacks on units that are withdrawing from the demarcation line. These agreements have been violated on both sides," he said.
Xuclà also said that, according to various reports, Russian forces were still in eastern Ukraine.
"As of today, the militants have modern equipment, which they would not have if a third party was not helping them. We are concerned about this, as well as about the statements of the Donetsk People’s Republic militant organization that they would like to expand the territory of the republic," he said.
"We are considering the situation in terms of the armed conflict and the impact of the third party," Xuclà said.
He also spoke of the need for reforms, decentralization and local elections in Ukraine.
"We need to give legitimacy to those who will be elected in these areas, but Kyiv does not want to move forward on this issue," he said.
Tiny Kox, a Dutch politician, also said that Ukraine was experiencing a deep economic crisis.
"My political group calls on [the assembly] to provide Ukraine with help," he said.
