Verkhovna Rada of Ukraine chairman Arseniy Yatseniuk claims that in a parliamentary republic, a president cannot be elected at all-Ukrainian election.

According to an UNIAN correspondent, the Speaker announced this to journalists today, commenting on the statement of Prime Minister of Ukraine Yulia Tymoshenko, who supports introducing a parliamentary republic in Ukraine.

According to A.Yatseniuk, the necessity of introducing this form of rule in Ukraine should correspond to the bases of law and theory. “A nation-wide elected President is impossible in a parliamentary republic. It is necessary to read the book called “Theory of State and Law”, the Speaker said.

He noted that should a President be elected at an all-Ukrainian election, this form of rule is called parliamentary-presidential.
