"The decision (on listing Ukraine among visa-free countries) should be supported by both the European Parliament and the EU Council. The EU Council should support it with a qualified majority vote," said the newspaper’s source in the EU diplomatic mission, Ukraine Today reports.

Under a qualified majority procedure valid since November 1, 2014, at least 55% of the E.U. member states, representing at least 65% of the E.U. population, are required to support the visa-free travel for Ukrainians. At least four states (35% of the population) may block this decision.

The current composition of the European Parliament has repeatedly adopted resolutions, calling for visa liberalization for Ukraine.

There are still two obstacles on the way of completing a decision-making procedure in the EU on lifting the visa regime for Ukrainian citizens.
