Secretariat Chief of Staff Viktor Baloha disagrees with Verkhovna Rada Speaker Oleksandr Moroz on constitutional reform, according to the President`s press-office.

      “The speaker of parliament should not worry about public discussions of strategic issues.

      Among such issues is the improvement of the Constitution and constitutional reform.

      We all know how these changes were passed in 2004 and what motives the President had when he supported these changes…

      Thus when we speak about a referendum, we do not intend to change the whole Constitution. It would be enough to ask the people which form of government they support – presidential or parliamentary.

      I am convinced the people understand the issue well enough to decide who they want to give great powers and great responsibility.”
