If President Victor Yushchenko sends an appeal to the Constitutional Court of Ukraine to judge if the controversial Law on the Cabinet of Ministers is constitutional, the court may pronounce it unconstitutional, his representative in the Constitutional Court, Volodymyr Shapoval, told a news conference on Wednesday, according to the President`s press-office.

“Such a request can be sent by the President or a group of lawmakers, or other people to officially declare the law unconstitutional because it was passed with numerous violations of the [Verkhovna Rada] procedure rules,” he said.

Mr. Shapoval quoted part 1 of article 152 of the Constitution of Ukraine, “The Constitutional Court of Ukraine can pronounce laws and other legal acts partly or wholly unconstitutional if they conflict with the Constitution of Ukraine or if procedures of their passage and enactment were violated.”
