The Cabinet of Ministers of Ukraine has forbidden the Finance Ministry to allocate funds for carrying out the early election to the Verkhovna Rada of Ukraine.

This is said in the Cabinet of Ministers’ decree #3418 of 2 April 2007 “On preventing the actions, threatening the constitutional regime, public order, and stability of Ukraine”, and #3421 “On the political situation in Ukraine, connected with declaring Ukrainian President’s decree of 2 April 2007 “On Pre-Schedule Dissolving of the Verkhovna Rada of Ukraine”.

In particular, according to the decrees, the government ordered the Finance Ministry to provide financing the state power bodies within frames of the expenses, stipulated by the Law of Ukraine “On the State Budget of Ukraine for the Year 2007”. The government argues that, in line with articles 92 and 95 of the Ukrainian Constitution, the financing of an election must be stipulated by means of introducing relevant amendments into the Law of Ukraine “On the State Budget of Ukraine”.

The government also ordered the Interior Ministry to observe the public order and to organize guarding of buildings and premises, in which state power bodies are situated: first of all, the Verkhovna Rada of Ukraine, the Presidential Secretariat, and the Cabinet of Ministers of Ukraine.

Besides, the government ordered the Crimean Council of Ministers, Oblast, Kyiv and Sevastopol state administrations to focus their forces on timely solving social-economic and political problems of their regions.
