According to the report, the militants threaten Donetsk residents that if they fail to pay their bills, information about them will be passed to the Donetsk People's Republic organization, and their homes used to house families who lost their residences as a result of military action.
As reported earlier, on January 13 Ukraine’s parliament adopted a law that prohibits the eviction of residents of the conflict zone and displaced persons, or to fine them for running up debts on housing and communal services bills.
