Victor Yushchenko stressed that everybody should be busy with the issues of achieving political stability in the country. “There is no power institution that is the most responsible of all. At the level of power, and, first of all, at the level of people, a mediated political stability is assessed as a factor of development”, the President said, noting that as soon as political stability is achieved, such issues as budget, pensions, plans, and the like, may be discussed.

Victor Yushchenko believes that in this sphere, they should also think over balancing relations between power branches in the new edition of the Constitution. The President stressed again that, for him, the most optimal way would be to create a public commission of all political forces representatices, which would work out the document [Constitution - UNIAN], for it to be submitted for the consideration of parliament. After this, a referendum should take place.

In addition to balancing relations between power branches, the President also stressed the importance of carrying out the legal and judicial reform, as well as the cancelling immunity at all power levels.
