The special police force is part of the reform process underway in Ukraine. The regional governor Mikheil Saakashvili is credited with bringing in sweeping changes in his native Georgia where he served as the president for two terms. He has appeared committed to similar efforts in Odesa, according to Ukraine Today.

The special police force, called KORD [Tactical Rapid Reaction Corps], will replace all old units. Among those being phased out is the notorious Berkut known for attacking pro-European protesters during the Maidan Revolution.
