On Tuesday, August 21, the Estonian and Latvian ministers of justice announced in a joint statement that both countries mull investigating the possibilities of putting forward damage claims against Russia, the successor of Soviet Union.

The two governments "respect the victims of the occupation regimes and value cooperation in interpreting the historical heritage in order to ensure the independence of our countries, the principles of democracy and the rule of law," the statement says.

The ministers of justice presented a legal study on how to move on the issue from the perspective of international law, including possible measures to address the problem at a UN level.
