Bulgarian prosecutors said they'd determined that two Russian citizens engaged in espionage but they couldn't be charged because of diplomatic immunity.
An investigation found that a first secretary in the Russian embassy's consular department in Sofia was seeking information on elections in Bulgaria starting in 2017, prosecutors said Friday in a statement, Bloomberg wrote.

Another diplomat, who serves in Russia's commercial representation office, was collecting information on energy security, some of which constituted state secrets, starting 2018, according to the statement.
Prosecutors, who didn't identify the two people, said they'd notified the Foreign Ministry.
Bulgaria expelled a Russian diplomat for espionage in October and said Thursday that it had charged three Russians for allegedly trying to murder an arms dealer, his son and an employee of his company in 2015.
