European neighborhood policy is frame - Ferrero-Valdner

Benita Ferrero-Valdner, the EU commissar on International Relations and European Neighborhood Policy questions, said that European neighborhood policy is frame and can be different for each separate country.

“We say that it is one frame document, but policy can be different not between East and South, but among independant countries”, the commissar said.

According to her words, Belarus and Ukraine are situated in the east, but they are absolutely different countries, so the EU policy towards them should be different.
