"We will return to PACE when there are serious prospects for our full and equal participation in that organization's work. If we come to the conclusion that there are no such prospects by early next year, the Russian delegation will not participate in the January session of the PACE," Pushkov, who is the head of the delegation, said on Wednesday.

At the same time, Pushkov added that "no final decision has been made" and "it will be taken closer to the session."

Following the results of the year, Pushkov said that "Russia had the same relations with the PACE that were formed in 2014, namely there were no relations."

According to him, this is due to a lack of "clear signals" from the majority of PACE members that they want to "have the Russian Federation back," as well as the sanctions policy, which is observed by the majority of the organization.

"Over the past two or three months, we have received signals that the PACE would like to resume contacts for our return. The signals are quite vague. We have not received any serious proposals for resuming a dialogue on the basis of the commitments that the sanctions [against the Russian delegation] would be reduced or lifted, and we again were offered the dialogue under the conditions of the sanctions," he said.
